    In order to comply with Section 508 of the National Rehabilitation Act, the IRS must ensure that disabled employees and members of the public have access to information that is comparable to the access which is available to others.  The Senior Section 508 Compliance Specialist lead and directs these efforts by serving as a source of subject matter expertise, conducting assessments, implementing testing processes, providing remediation recommendations, and conducting contract requisition reviews.



    Essential duties and responsibilities include the following.  Other duties maybe assigned.


    Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.


    Serves as a source of expertise concerning Section 508 accessibility remediation.  Consults with stakeholders to understand specific goals and needs.  Recommends Section 508 remediation solutions / improvements related to service offerings, processes and artifacts.  Provides support to ensure compliance with all required government standards.


    Participates in Contracts review.  Identifies applicable Section 508 provisions for each specific contract document.


    Conducts in-depth review and assessment of remediation efforts and technical documentation.  Identifies any areas of noncompliance, as well as areas requiring modifications / improvements (e.g., user manuals, computer operator handbooks, technical reference materials, etc.).  


    Offers expert advice on Section 508 requirements and testing scope.  Helps to create schedule(s) for accessibility activities.


    Leads test plans and test case scenarios.  Verifies that testing meets required quality standards utilizing knowledge of the appropriate use of Assistive Technologies (AT) for testing.  Conducts Section 508 testing via manual reviews, automated test tools and assistive technologies.  Independently demonstrates testing acumen without utilizing testing assistance or support.  Translates nonconformance to test standards into a risk statement based on the impacted user population.  Communicates results, and reports deficiencies / failures to stakeholders.  Provides alternative solutions.


    Authors advisory documents.  Reviews / edits existing documents, as needed.



    Offers recommendation and defends the proper specification and configuration for each of the Standard Assistive Technology (AT), when using the AT as a test tool. 


    Analyzes and provides assessment of systems engineering.  Develops systems engineering documentation such as requirements documents, design documents, and interface control documentation. Participates in the solution evaluation process.  Offers input and advice on architecture.  Supports requirements elicitation, and validates high level system requirements development.


    Prepares reports as directed by Section 508 Program Office.


    Generates packages through IRAP peer review process.


    Participates in stakeholder meetings. 


    Stays current as to the Section 508 Refresh revisions.  Provides guidance on impact of pending changes by the Access Board and anticipated standardized application of Web Content Accessibility Guidelines (WCAG) 2.0.


    Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.  Responsible for aiding in own self-development by being available and receptive to all training made available by the company.


    Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources.  Will immediately correct any unsafe conditions as the best of own ability.



    Bachelor’s degree in Computer Science, Information Technology or a related field of study and a minimum of eight (8) years relative Section 508 Compliance and Accessibility Technology experience; or equivalent combination of education / experience.



    Ability to obtain government security clearance

    U.S. Citizens / Green Card Holders only due to government or federal requirement



    Advanced expert knowledge of Section 508 provisions and related application to policy, products and services

    Knowledge and understanding of the components of a standard IT SDLC (i.e., Plan, Define, Design, Build, Deploy, Transfer to Ops, etc.)

    Demonstrated knowledge of assistive technology (i.e., JAWS, Dragon, ZoomText)

    Excellent computer skills with advanced proficiency in Microsoft Office programs (i.e., Access, Excel, Word, Outlook)

    Advanced analytical and problem-solving skills with ability to assess business requirements

    Excellent verbal communication skills with ability to effectively communicate at a senior management level

    Excellent verbal and written communications skills with exceptional technical writing skills

    Exceptional customer service skills with ability to effectively interact with all levels of employees, including key management officials or their representatives

    Ability to effectively utilize available tools and resources to resolve issues

    Ability to identify / define viable technology solutions delivering required business capabilities

    Ability to effectively manage multiple projects and priorities

    Ability to work both independently and in a team environment



    Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.



    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.



    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
