The Estimator identifies and analyzes cost factors for Picatinny Arsenal building projects using inputs such as production time, raw material needs, and equipment / labor expenses. Utilizing RS Means Costworks, this position builds project estimates, detailed scopes of work and line item proposals to present to the federal government.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Analyzes quote requests and prepares cost estimates, performance work statements and specifications for existing and proposed projects. Develops quotation plans.
Coordinates all pricing and engineering information necessary to complete a quote.
Coordinates estimate reviews with the appropriate project team members to ensure completeness, accuracy and compatibility.
Develops and maintains a master project schedule, as required.
Assists project management and other departments in coordinating pricing, resolving cost element issues, and working through related processes and procedures.
Obtains final pricing approvals, as required.
Conducts site visits to develop statements of work with the Contracting Officer Representative (COR) and Subcontractors.
Ensures all estimates and proposals are accurate and delivered on time.
Ensures cost accuracy and profit margin are correct before obtaining approval to submit final cost proposals to the Government.
Leads project technical activity, or participates as a team member, depending on the job size and complexity.
Develops positive working relationships with clients, general contractors, vendors and suppliers.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION / EXPERIENCE
Bachelor's degree in a related field of study and a minimum of five (5) years relevant cost estimating experience, or equivalent combination of education / experience.
CERTIFICATES, LICENSES, REGISTRATION
Recognized certification such as Certified Cost Estimator/ Analyst (CCEA) or DAWIA Certification is helpful but not required

Extensive knowledge and understanding of data-driven cost estimating and analysis techniques and standard practices
Excellent computer skills with proficiency in RSMeans, Costworks, Takeoff software, and Microsoft Office programs (i.e., Excel, Word, Outlook)
Ability to read and comprehend blueprints
Ability to read and understand pricing requirements outlined in contractual documents
Ability to write a detailed scope of work that is clear, concise and easily understood
Solid customer service skills with ability to develop professional relationships
