The Human Resource (HR) Specialist – Staffing provides support to the Centers for Disease Control and Prevention’s (CDC) Human Resources Office (HRO) for the U.S. Department of Health and Human Services (DHHS). This position provides advice and assistance on all issues related to staffing and employment of qualified individuals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Consults with managers and/or Subject Matter Experts (SME’s) to conduct job analysis.
Administers a variety of staff placement actions in accordance with Office of Personnel Management (OPM), DHHS and CDC standards, policies, and regulations.
Prepares Crediting Plans and job vacancy announcements in accordance with templates.
Creates and posts vacant position announcements.
Reviews applicant qualifications, ratings and rankings related to vacancy announcements.
Ensures compliance with regulations and other employment program requirements.
Conducts case file audits and closeouts.
Stays up-to-date on current developments, regulations and trends related to staffing and recruiting.
Makes referrals under the local merit promotion and/or delegated examining programs.
Processes and reviews personnel actions and makes recommendations in order to certify the accuracy of information entered and ensures that the proposed action is in compliance with statutory and regulatory requirements.
Evaluates trends in service activities and other factors influencing future needs.
Performs a wide variety of interrelated or nonstandard procedural tasks pertaining to the Federal classification and recruitment function relying on expert knowledge of Federal staffing and hiring rules, procedures, and/or operations.
Assists all levels of employees, including key management officials or their representatives, with problem and/or conflict resolution.
Safeguards private or protected information appropriately.
Participates in working groups, councils and committees.
Performs all responsibilities and tasks as directed by supervisor in accordance with established procedures
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor's degree and a minimum of ten (10) years relevant experience, or equivalent combination of education / experience.

Solid analytical and problem-solving skills
Skilled proficiency in the use of Microsoft Windows / Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.)
Comprehensive knowledge of Human Resources staffing and classification policies, procedures and methodologies with ability to accurately apply the Fair Labor Standards Act
Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies and precedents
Comprehensive operational knowledge of OPM classification standards, federal position classification, position management, organizational development and realignments
Knowledge providing staffing guidance and operational services for the competitive job posting process
Knowledge developing job analyses and assessment documents to support the hiring process
Excellent verbal and written communications skills with proficiency in proofreading and editing
