The Human Resource (HR) Specialist II – Classification provides professional level classification and position description (PD) services support to the Centers for Disease Control and Prevention’s (CDC) Human Resources Office (HRO) for the U.S. Department of Health and Human Services (DHHS).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Communicates and consults with various levels of hiring officials on HR related topics.
Advises customers on strategically integrating effective HR processes, programs and practices into daily operations to include sound classification and position management based on the mission of the organization and organization structure.
Develops, evaluates and classifies positions by applying Office of Personnel Management (OPM) position classification standards criteria and supplemental guidance.
Conducts position classification reviews, appeal requests and desk audits.
Develops and disseminates employee/supervisor questionnaires.
Conducts on-site or telephonic desk audits with employees and supervisors reviewing all existing documentation. Gathers additional documentation required and develops position evaluation statements and audit findings.
Advises on applicable laws, regulations, policies, and procedures related to position classification, position management, FLSA, bargaining unit status, and relevant laws, rules, regulations, policies, procedures, and practices.
Ensures compliance with regulations and other employment program requirements.
Stays up-to-date on current developments, regulations and trends.
Evaluates trends in service activities and other factors influencing future needs.
Performs a wide variety of interrelated or nonstandard procedural tasks pertaining to the Federal classification and recruitment function relying on expert knowledge of Federal classification rules, procedures, and/or operations.
Assists all levels of employees, including key management officials or their representatives, with problem and/or conflict resolution.
Safeguards private or protected information appropriately.
Participates in working groups, councils and committees.
Performs all responsibilities and tasks as directed by supervisor in accordance with established procedures
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor's degree and a minimum of eight (8) years relevant experience, or equivalent combination of education / experience.

Solid analytical and problem-solving skills
Skilled proficiency in the use of Microsoft Windows / Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.)
Comprehensive knowledge of Human Resources classification policies, procedures and methodologies with ability to accurately apply the Fair Labor Standards Act
Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies and precedents
Comprehensive operational knowledge of OPM classification standards, federal position classification, position management, organizational development and realignments
Excellent verbal and written communications skills with proficiency in proofreading and editing
Detail-oriented with solid proofreading and editing skills
