The Senior Systems Analyst performs functional systems analysis of Defense Business Systems (DBS) for the Department of Defense (DoD). The system portfolio consists of multiple transactional defense business systems and applications. This position applies an in depth level of knowledge to analyze, design, develop and implement solutions that ensure system sustainment and analysis of key information technology (IT) enabling applications / tools.
The Senior Systems Analyst must be able to apply wide-ranging, deep professional knowledge to resolve complex issues in creative and effective ways. At this level, the Senior Systems Analyst should be able to serve as a “go to” source for evaluating such issues of complexity and should be able to exercise judgment in selecting methods, techniques and criteria for obtaining results.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Works closely with the LCC Director / staff to provide a senior level of expertise in analyzing, planning and implementing systems capabilities that meet operational needs.
Develops recommendations for updates and/or modifications to LOGCOM and Marine Corps Logistics DBS policies and Standard Operating Procedures.
Develops metrics and reporting capabilities in addition to trend analyses, and prepares reports on the performance of DBS.
Develops and participates in functional DBS sustainment strategies, DoD mandates, release schedules, system modification requirements, execution time frames, and production timeframes.
Organizes and facilitates integrated product team (IPT) meetings to include the development of agenda items, the recording of minutes and tracking of action items and the generation of IPT status reports. Serves as the subject matter expert (SME) for the system supported at various meetings.
Assists in documenting and capturing customer DBS requirements for the development of functional systems requirements documents, system change requests, system modifications request, and incident reports.
Assists in the development of DBS project plans, in agreement with the Project Management Body of Knowledge (PMBOK) Standards.
Uses SharePoint to post and provide weekly and monthly workload status reports. Ensures reports utilize government provided format and are provided on time at the government specified due dates.
Documents, develops and provides meeting minutes, memorandums for the record, and trip reports for any conference, meeting attended on direction from the government. Utilizes government provided formats, and submits all reports no later than 5 business days after the event.
Conducts in depth analyses of logistics business process and value stream mapping of the systems.
Develops system solutions for DBS using functional requirements documents, system change requests, system modification requests, and incident reports.
Conducts feasibility studies, trade-off and gap analyses of identified systems.
Assists in the development, updating, testing, implementing and phase out activities of software for identified systems.
Coordinates, participates and performs the first level of user acceptance testing, develop test plans, scripts and scenarios for analysts testing as well as for the system user.
Assists / facilitates the development of system requirements (i.e., data elements, file layouts, data distribution process, etc.) to align with parallel overall business strategies and mandates.
Coordinates, participates and executes assigned tasks in timeframes identified in the Plan of Action and Milestones in all phases of the software lifecycle development or modernization with emphasis on the planning, analysis, documentation, testing, implementation and phase out activities.
Recommends / proposes performance metrics to the Business Analyst.
Works with customers, as required to analyze performance issues and determine problem resolution. Develops system modification requests to resolve performance issues.
Communicates with internal / external parties to provide oral and written status updates, analyze simple to complex problems and determine possible solutions to technical and procedural issues that may arise.
Evaluates existing systems and/or user needs to analyze, design, recommend and implement potential system changes.
Creates strategies and modeling for process improvements.
Produces and delivers reports and documents for all tasks in accordance with the procedures outline in the Information Technology Book of Knowledge (ITBOK).
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

EDUCATION / EXPERIENCE
Bachelor's degree from an accredited college or university and a minimum of five (5) years relevant experience; or equivalent combination of education / experience, which includes LINUX VM experience.
CERTIFICATES, LICENSES, REGISTRATION
Must hold a DoD Security Clearance

Knowledge and understanding of Department of Defense (DoD), U.S. Navy and Marine Corps policy and processes governing the business and systems logistical processes (i.e., supply, depot maintenance, item intro, cataloging, retail / wholesale material management, warehousing, distribution, procurement, data management, financial management, etc.)
Working knowledge of DoD Financial Improvement and Audit Readiness (FIAR) regulations, Supply Management Activity Group (SMAG) business processes and IT enablers, Business Process Reengineering requirements / deliverables, and Navy Working Capital Funds (NWCF) financial statements and authoritative data systems
Working knowledge of DoD / Navy / USMC supply, warehousing, distribution and maintenance systems
Working knowledge of DoD/Navy/USMC transportation claims processing, certification and entitlement calculations and disbursing
