  • Overview

    The Senior Human Resources (HR) Consultant provides support to the U.S. Food and Drug Administration’s (FDA), Center for Devices and Radiological Health (CDRH). This position performs advanced, specialized and administrative duties and is responsible for providing high-level support in the administration of a human resources program. The Senior HR Consultant interprets human resources policy, offers advice on policy implementation, answers questions on policy and presents training sessions on complex HR procedures.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Essential duties and responsibilities include the following. Other duties may be assigned.     Ensures continued compliance with human resources policy mandated by OPM.

    Advises management on the administration of human resources policies and procedures.

     

    Serves as internal consultant by analyzing current HR programs and recommending solutions.

     

    Develops, revises, and implements HR policies and procedures.

     

    Ensures HR programs and services are in compliance with established policies and procedures and state/federal laws and regulations.

     

    Develops methods for compiling and analyzing data. Prepares and maintains reports related to specific HR projects.

     

    Assists with the development and coordination of recommended changes regarding workflow.

     

    Conducts audits of HR activities to ensure compliance.

     

    Presents training sessions related to specific HR programs/policies.

     

    Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

     

    Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 

    Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

     

    EDUCATION / EXPERIENCE

    Bachelor’s degree in business administration or a related field and a minimum of ten (10) years’ experience; or equivalent combination of education and experience.

     

    CERTIFICATES, LICENSES, REGISTRATION

     

    JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

    Knowledge in all facets of human resources support functions with comprehensive knowledge of HR policies and ability to accurately apply human resource laws and regulations

    Demonstrated knowledge of federal HR concepts, practices, policies and precedents

    Knowledge of OPM classification standards, federal position classification, position management, organizational development and realignments

    Knowledge of FDA CDRH policies and procedures

    Ability to advise and assist management in accomplishing and improving personnel management responsibilities and related quality control standards

    Knowledge and expertise providing guidance, consultation and operational services concerning HR practices and procedures

    Skilled proficiency in the use of Microsoft Windows / Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.)

    Excellent verbal and written communications skills with ability to effectively write and deliver assessments and reports

    Detail-oriented with solid proofreading and editing skills

    Exceptional customer service and relationship-building skills with ability to work with all levels in the organization to meet operational performance

    Ability to coordinate efforts with others to find mutually acceptable solutions for the successful achievement of goals

    Ability to organize work, set priorities and determine resource requirements

    Ability to work effectively both independently and in a team environment

     

    MATHEMATICAL SKILLS

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

     

    REASONING ABILITY

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

     

    LANGUAGE SKILLS

    Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
